Jefferson County, CO Sheriff Confiscates Six Bells Farm's Rabbits: More Tales of the Rabbit Police
Debe Bell was surprised when her neighbor called her around 1:00PM on the afternoon of July 21, 2011. The neighbor explained the Jefferson County, Colorado Sheriff's Department was confiscating the rabbits from her farm. Unlike our friends John Dollarhite, who was the first high-profile rabbit case, Bell didn't raise rabbits for pets. Her rabbits were strictly meat, fur, fiber, and show, and she was known nationally at one of the top rabbit farmers in the country, often receiving top three honors in shows as well as 4H events.
The questions arise from the confiscation of the rabbits from the search warrants and the fact it appears the rabbits went from living in healthy conditions to the hands of the Jefferson County animal control department, who apparently had no knowledge of how raise rabbits.
The Jefferson County Sheriff's Department showed up with animal control earlier in the morning. The sheriff's department implied they had a search warrant when Bell's ex-husband answered the door. The ex-husband never challenged the deputies and proceeded to let them into the barn.
The deputies were there with animal control because they received a tip from Crime Stoppers. A couple months prior, Crime Stoppers began paying rewards of $2000 for tips, and Bell would learn the anonymous tipper was someone who had visited the barn from the previous year, which clearly shows the motivation for the complaint wasn't animal welfare but the reward of $2000.
Bell had been farming for 25 years without ever having a complaint. Her livestock always received award after award at the Jefferson County Fair. As well, she maintained strict compliance with the laws making sure she had all the required licenses required for all of her livestock.
Now she had one complaint so multiple deputies and animal control were now in her barn unbeknownst to Bell. Also, upon learning of the deputies at her farm, Bell was never told what the actual complaint was on Crime Stoppers that brought the attention of the Sheriff's Office to her private property. To this day, the anonymous tipper made off with $2,000 while the complaint has been hidden from Bell.
So thinking the Sheriff's had a search warrant, the ex-husband shows them into the barn. Animal control looked around all the cages and found only one dead rabbit in a cage. Upon finding the rabbit, the animal control officer Christine Padilla told the ex-husband "that changes everything." Padilla, began making calls to a vet (Cindy Hill), House Rabbit Society (run by Nancy LaRoche), and more deputies.
Six Bells Farm was no small operation. They had 163 rabbits and 19 babies on the premises. One dead rabbit quickly drew the attention of the deputies and animal control. It's not uncommon for rabbits to die when they are livestock, and Bell often had to put down sick rabbits. She used proper procedures to euthanize a sick rabbit. Sick rabbits were often frozen and then sent to the local zoo as meat for the animals.
Animal control concluded the rabbits lived in "deplorable conditions." They first cited that many of the rabbits were positioned in the front of the cages. Animal control argued this showed the rabbits were "aggressively thirsty." Yet, Bell maintained a strict feeding and watering schedule where rabbits were watered two times a day, morning and evening, and always fed in the evening. Like any animal, sometimes the water dish is tipped over. Bell says many of her rabbits come to the front of the cage because they are conditioned to as show animals.

Now animal control explained the rabbits were living in "deplorable conditions." Bell noted the animal control department jeopardized the health of the rabbits immediately upon confiscation. She says animal control wrapped up the babies in towels in the intense heat and then put them in cat boxes. Bell watched animal control put the mother in the same box as the baby rabbits. Obviously, this is a huge mistake. Mother rabbits will stomp, which kills the babies, which she says are valued at $150 piece. Also, it's very likely the mother rabbit will turn on their young as well for food.
As animal control and Jefferson County Sheriffs were confiscating the rabbits, Bell took pictures of the raid. Upon the fourth picture, Bell was warned by one deputy that if she took another picture she would be arrested. Animal control also labeled the rabbits as pets despite Bell arguing otherwise. This word pet comes under stricter laws, as we know from the Dollarhite case. Bell had never raised rabbits as pets. Yet, the case describes the rabbits as pets.
It took over five hours to haul off the rabbits. They are now in the control of the Jefferson County animal control department according to Bell. A friend of Bell's managed to see the rabbits that were confiscated and noted the rabbits were living in inhumane conditions at a county facility. The friend noted the rabbits were living in cages that didn't drain their urine, so the rabbits were laying in their own urine in newspaper lined cages. As well, the rabbits were eating the newspaper. Making one question again, how does the animal control department justify describing Six Bells Farm as deplorable when they apparently have no knowledge how to keep rabbits.
Bell faces 24 misdemeanors for animal cruelty. Her court date is September 12. The story doesn't end here. Animal control showed up a few days later ready to come after her chickens. They noted her eight year old rooster was missing two of its toenails as proof the chickens weren't being treated humanely. I guess these people have never seen a Tyson chicken farm, as once again we see who the real target is in America. It's the small farmer.

ReplyDeleteI interviewed this Debbie Bell this evening, and this is her side of the story. These stories are happening all over the country from bunny rabbit farmers to raw milk producers.
These people had no right on this woman's property. As well, if things were so bad for the person that reported her, why did that person wait until there were rewards for the tip? Don't look at me as the bad guy. Look to the person who turned them in motivated by $2,000.

ReplyDeleteSince the Sheriff and his deputies were on Debbie Bell's property without a warrant but stated that they did they were not just trespassing but violated Ms. Bell's 4th Amendment rights under the U.S Constitution, as well as the Missouri Constitution Article I section 15. They are also guilty of willful fraud for misrepresenting the court. Additional, the ex-husband has no right to allow officers of the court to enter the premise or grounds if he is not an owner of the property, or has written authorization from the owner to act in her stead. It would be the same as asking the kid on the sidewalk if they can go into a strangers home and call it 'justified' because the child said it was 'ok'
ReplyDeleteThis case needs to be thrown out, and Ms. Bell should file suit in Federal Court for this 'unreasonable search and seizure' as well as the fraud perpetrated by the Jefferson Co. Sheriff and his deputies upon arriving at the property by misrepresenting that a court had issued a warrant.

ReplyDeleteYou do know that zoos don't take dead animals that people just give then, don't you? They have strict controls on the food they give animals.

In addition, she doesn't sell rabbits for meat, she sells them for pets. The videos show pet breeds, not meat breeds. Her web site shows her selling rabbits at pets. Past articles talk about her selling rabbits as pets.
And the rabbits are now housed in Foothills Animal Shelter, not Jefferson County animal control. Don't you check anything through Google?
As for raw milk, do you know anything about the dangers of raw milk? There's a reason why there are laws about raw milk in this country, have been laws for almost a century. It's a thing called "food safety". I know--it's just awful that the government tries to ensure our food supply is safe. After all, in a free country, people are free to die from food based illnesses.
How can we progress in our march to third world status with all these regulations?
Why don't you go eat an undercooked hamburger at a drive through to get a better understanding of "food safety".

ReplyDeleteWhat's more, the deputies and ACO can be found guilty under 42 USC 1983. This makes it a Federal offense plus, the folks are personally liable for damages as well as the agencies. Pressed to the limit, the deputies and ACO will be washing windshields at intersections.
ReplyDeleteDebe Bell had a FARM. The majority of her rabbits were Angoras, which are indeed food and fiber animals. Her rabbits were kept in a barn, with a swamp cooler for climate control. Any rabbit that is friendly and handled a lot will come to the front of the cage when approached.
ReplyDeleteNow, her beloved rabbits are undoubtedly dying, being kept in an un-cooled building at a fairgrounds (they're not at the shelter), in cat and dog carriers with solid floors.
Since her raid, other rabbit breeders have had visits from animal control agencies, particularly those who've been outspoken in support of her.

No search warrant? Maybe there should be a law that there are no anonomyous calls to report animal abuse as we know every animal rights activist has speed dial in the abuse hotline. Got an attorney? It is against the law in most if not all states to report unfound child abuse. What a waste of city money and in this climate of the worse times since the 1930s for people. Seems sort of anti capitalist to remove part of aperson's livelihood.
ReplyDeleteShelly-- Wildlife rehab centers DO take dead animals from KNOWN SOURCES!!! As a former wildlife rehabber, AND a current food supplier, I KNOW this--just last month, 16 of my rabbits went to a rehab center in a neighboring state. Any kits I have die as part of the 'normal' course of things, get put in the freezer for animal food purposes.As far as RAW milk-- your grandparents grew up on it!! There is NOTHING wrong with raw milk that comes from a healthy, clean cow, and the milk handled properly. IN fact, RAw milk contains enzymes that are beneficial to our immune system-- enzymes that get destroyed when the milk is 'cooked' in order to kill pathogens. But, any drugs the cow was fed, any chemical, are still in it-- Just look up PBB in Washington State around 1976 or so-- people are still passing that around to their children-- even after all the affected animals were destroyed.
ReplyDeleteALL rabbits can be used for meat purposes- just as a Holstein Cow can be used for beef--sure, the meat to bone ratios differ, but meat is meat-- why do you think our pioneer ancestors had multi-purpose cattle? Specialization came about as a result of BigAg and the need for efficiency in order to make a miniscule profit.
Dawn, this is Fair week in Jefferson County, Colorado, so those rabbits are now 'who knows where' ANd Foothills Animal Shelter has some of the highest 'adoption' fees I have ever seen-- 250 dollars for a 'purebred' or 'highly sought after' dog? They are selling them, not adopting them out!!

Most people who have animals should be very cautious in her presence as she should be considered potentially dangerous.

NO one should be going thru her home, barns, freezers for ANY reason unless she is suspected of murdering someone. And even THEN only with some kind of proof. They have NO proof that she did anything wrong and now what?
The rabbits are enduring UNMENTIONABLE care sitting in their own feces and pee. They are begging for people to help with the care of the rabbits. Their comments are that there are "ONLY 8 people helping" ???? This woman took care of ALL the rabbits by HERSELF and they were in good condition.
GIVE THEM BACK to her and DROP these stupid charges. Her attorney should be writing up one WHOOOPPPIN law suit to be served on the HRS and the entire Jefferson County.

The article did NOT say she didn't SELL the rabbits as pets. It says they were not HER pets. To her they are livestock and part of her lively hood. Anyone that raises rabbits sells some as pets, you sell them where you can b/c not all rabbits are fit for the show table.
ReplyDeleteSomeone mentioned that the sheriff shouldn't have been able to enter the house unless she was suspected of killing someone. Had she been suspected of killing someone she would have a lot more rights but HRS and all the other animal rights nutcases have convinced so many people in authority that animals have more rights than people.
It sickens me the way the American farmer is being treated in this country, whether that be hog farmer, rabbit farmer or dog farmer. Yes, I KNOW there are people out there that abuse or neglect their animals but always seems like it is the ones that DO THEIR BEST, "she maintained strict compliance with the laws making sure she had all the required licenses required for all of her livestock", to follow the rules that get treated the worse.

ReplyDeleteRabbits at the front of the cage are thirsty? Tell that to the rabbits in my barn who come to the front of the cage for a head scratch, or a piece of hay, or for a kiss. Saying a rabbit that is used to getting attention is thirsty is the biggest crock of bull I've ever heard.
Everyone who raises rabbits knows you can't put them on solid bottom cages. Guinea pigs--yes. Rabbits---no! Rabbits have fur on their feet. If they stand in a corner and pee, where will that urine go? All over their feet!!
Heaven only knows what these tree-hugging animal activist groups are feeding these poor rabbits. Guaranteed not the high quality pelleted diet they are used to. Oh no, they get all the fresh greens and veggies they want, thus causing tummy aches and diarrhea.
As for selling them for pets....any animal can be a pet. My neighbor has a pet pig. The other one has pet goats. Ms Bell raises rabbits for meat, show and fur. If someone buys one of her rabbits and wants to use it solely as a pet, so what?!
This whole thing stinks, and I hope she sues the badges off these animal control officers. This is wrong on so many levels.
Oh, and my neighbor has a pet cow who they milk and fresh milk is delicious!

I think it's a mistake to conflate this highly questionable seizure of livestock with arrests made concerning the illegal sale of raw milk. Ms Belle was not, by these accounts, doing anything illegally nor trying to find loopholes in the current laws. No matter the supposed benefits or risks of drinking raw milk, in many places in the USA it is illegal to sell raw milk. I think those activists who try to state that the two are the same sort of thing, they are not. I hope Ms Belle's rabbits are returned to her quickly.

The rabbits, if cohoused with the opposite sex, would need nestboxes about August 17th, or 28 days after the raid on July 21. The babies born after August 17th are because of choices made by Animal Control. Now they are being put up for adoption, cheaply at 25 dollars with mandatory neutering (no doubt over a hundred dollars). BUT THE TRIAL IS NOT UNTIL SEPTEMBER. Why is this? How can this be justice. It is like scheduling the hanging a month before the judge comes to town!

The buns were in cages that were cleaned every day fed feed of high quality that is the same as sold at a feed store run by a rabbit breeder and cared for tice a day with water in dishes that dont tip over and someone to check at least twice a day they have water and since they are not at the fairgrounds but in excellent care they will be more than meat and fur- According to news reports there were 24 dead rabbits found and flat bottom cages are not wrong when they are cleaned every day - the waste in her cages were over 4 inches deep but perhaps breeders allow that - they are adopted to people that care for them not eat them or show them. As for those they were supposedly boarding them with her,why did no one step forward to claim their rabbits? Is that part of teaching kids how to care for rabbits? Paying someone to NOT take care of them?

The owner or custodian of an animal that has been impounded because of alleged neglect or abuse, or because of investigation of charges of cruelty to animals OR ANIMAL FIGHTING as described in section SECTIONS 18-9-202 AND 18-9-204, RESPECTIVELY, may prevent disposition of the animal by an animal shelter, as defined in section 35-80-102 (1), C.R.S., that is caring for the animal by posting a bond with the court in an amount sufficient to provide for the animal's care and keeping for at least thirty days, including the day on which the animal was taken into custody. Such bond shall be filed with the court within ten days after the animal is impounded. At the end of the time for which expenses are covered by the bond, if the owner or custodian desires to prevent disposition of the animal by the animal shelter, the owner or custodian shall post a new bond with the court within ten days after the prior bond's expiration. However, the court shall order the immediate disposition of the animal by euthanasia if, in the opinion of a veterinarian, the animal is experiencing extreme pain or suffering. At the end of the time for which expenses are covered by the bond, the animal shelter may determine disposition of the animal unless there is a court order prohibiting such disposition. The owner or custodian shall be liable for the cost of the care, keeping, or disposal of the animal.

you have to pay them WHAT EVER AMOUNT they say per day per animal. prepay for 30 days, within 10 days of the animals taking.
they wanted $5.00 a day per rabbit. even babies in the nestbox. or $910.00 a day x 30 = $27300.00. now tell who has that just laying around?
and BEFORE going to court.
as for the dead. if you had read or seen the vid clips the first day it said that the dead where in single digits. that means at worst 9, now 25?? so if it were 9 under her care then that means 16 under theirs.
solid bottoms with daily clean are ok for non-wool rabbits (though not ideal) but not for wool breeds.
think of a bag of cotton balls rolling in wood chips. try keeping that free of mats and debris.

Yes, places will take dead animals to feed other animals IF, as someone else said, they KNOW THEIR SOURCE! When I raised quail, I had a guy who used to buy birds that died on me for his snakes. He knew my birds and knew how I kept them. He didn't like feeding them live animals so had them conditioned to eat those already dead.
ReplyDeleteAlso, I used to raise angora rabbits and used to show. If her animals were in "desperate" need of cleaning, as someone has said, she would not be showing them. She couldn't as you would not be able to get their fur clean enough or unmatted enough without cutting. A bad coat gets your animal tossed from shows, not prizes.
Also, I'm in the Rochester, NY area, and due to the brilliance and care of animal control, in the last few weeks 2 pug dogs died in the animal control truck when the genius left them in it on a hot day, and "accidentally" put a dog down, calling it an "error in paperwork". Funny...they are getting away with this out and out abuse.

I've been googling House Rabbit Society and almost all of their "rescue activity" in states all over the country follows the same pattern. They go after a breeder because their agenda is to be the only source of pet rabbits at a hefty price. I am a pet rabbit owner and have had dealing with the Colorado House Rabbit Society. They came accross like nazis when they found out I bought my bunny from a breeder who was changing breed interests. Watch out for our rights being re-defined moment by moment by government nazis and our Constitution being ignored. I hope Debe sues the faces off the Jeffco authorities who did this to her.

ReplyDeleteThe pictures shown that were taken by the Jefferson County Sherriff showed conditions that I as a rabbit breeder consider unacceptable. Based on those pictures, I have to support the decision to seize all the rabbits and to press forward with charging Ms Bell. There are other questions about the processing of the warrant, and the actions of the police, but those should be considered separate from the neglect of the animals.

ReplyDeleteAnd 5.00 a day per rabbit? What on earth are they feeding feeding them? How is it I can feed 85 of them for $35.00 a week? Smells like extortion to me.
@shelly, I have seen those pictures you are referencing, and they are from the point of view of animal control and are not from an unbias sourse, so of course they are going to show the worse of things (which having 20 years experience w/ rabbits & other livestock, are not that bad) they also could have been staged or doctored.

There were only 4 dirty cages out of 184 cages total. Debe and her 4-H kids were going to clean those g=cages that weekend. If she truly were the monster some of you are trying to make her out to be, there would have been a heck of a lot more than 4 dirty cages. Also, the pictures only show the dirty corners of the cages, the rabbits in fact had lots of clean space to sit/lie in. Also, you notice there are 3 rabbits - in other words, a litter - in the pics with the dirty food bowls. I have yet to find a way to keep litters from pooping and peeing in their dishes. This is not neglect, this is animals doing what animals do.
ReplyDeleteI don't usually respond to these things, but since I have firsthand knowledge of the situation, I'm going to. I find it interesting how many people have so much to say about something they know NOTHING about. I can tell you that the conditions in that barn were BAD. Just because she's the head of this or that doesn't mean a thing. People can "love" something and not know how to take care of it or become overwhelmed. We see it every day with other animal abuse cases and with children. Every animal in captivity, from a snake to an elephant, deserves basic care - that being a clean environment, proper food and water. I can tell you that those needs were NOT being met. Not even close. So, they're classified as "livestock" according to her attorney. Does that mean that they should be relegated to living in their own feces and urine? Really? How many "livestock" raisers can you find for me that will agree with that? I doubt very many. Maybe all of you that are supporting her should be made to live in a dark closet in your own feces and urine and made to drink the water you've crapped in day after day after day and then you can yap about how her rights were violated and how the sheriff's office and rescue groups that showed up were out of line.
ReplyDeleteHey Jan - If you can't find a way to keep your animals from peeing and pooping in their dishes, I have a suggestion for you. They manufacture dishes and bowls that can be clipped above the floor onto the side of a cage. They work great! You ought to try them sometime! I guess you think it's ok that the feces in the litter was stacked up and dried because it had been there so long. Did you physically see the cages? No? Well, I did. Those rabbits had exactly what was shown in those pictures as far as "clean" space, if you'll call it that. I'm glad I don't live at your house. It astounds me how many people will comment on something they know NOTHING about. It's laughable actually.
ReplyDeleteeven bowls that clip to the sides of the cages can and do become set/pooping places for young bunnies,even j feeders.
ReplyDeletethe only way to keep clean water in front a rabbit is by bottle and automatic waters. both which can leak, flooding the pan and possible the rabbits below.
