American Airlines Flight AA331 to Jamaica: Why is the Federal Government Investigating Jamaican Crash?

I am reading about American flight AA331 which crashed after landing today. Because of the heavy rains, the plane skidded across the runway unable to stop. It left the runway, where the plane split in three with the engines separating. Luckily the 44 people on board only suffered injuries and there have been no deaths as of writing this.
What caught me as odd, is the crash of the American plane happened in Jamaica—not the United States. Currently there are members for the National Transportation Safety Board flying from Washington to Jamaica. There’s a reason they are called national and not international isn’t there? Just look at their mission statement on their Web site: The National Transportation Safety Board is an independent Federal agency charged by Congress with investigating every civil aviation accident in the United States and significant accidents in the other modes of transportation -- railroad, highway, marine and pipeline -- and issuing safety recommendations aimed at preventing future accidents. Maybe Jamaica is one of the 57 states Obama talked about, and we just don't know it yet.
In what appears to be an obvious reason for the crash, our government, who is quickly running out of money and headed towards default is going to all but head up the investigation for the Jamaicans. I might have greater understanding of why the federal government is doing this if there was an act of terrorism, but heavy rain prevented the plane from stopping. Now our broke government is about to spend millions on something the Jamaicans should be able to handle.
If the National Transportation Board needed information, I am sure they could download the data from the black box from their offices in Washington DC over an Internet connection and still discover the rain caused the accident. This wasteful spending by our federal government has got to stop.
