A Tax on Doctors to Practice?: Why Not a Tax on Congress to Legislate?

Fox News reports under the new healthcare bill introduced by Nancy Pelosi, doctors would face new taxes just for practicing. This is how Obama and the Democrats plan on lowering healthcare costs and making it more accessible to everyone? Please, stop insulting me.

Many of the taxes come as a spanking from the Obama administration. If you didn't deal make a deal with Obama behind the scenes and come out and support his attempts to reform healthcare, you will now pay the price. Medical device makers face this reality. They didn't bow down to dear leader, and now they face $20 billion in taxes from anything from pacemakers to artificial hips. Please tell me how this is going to lower costs?

While Congress continues to spank everyone but themselves, I was thinking wouldn't it be nice if there was a legislative tax. For every bill passed, members of Congress would have to pay taxes on the bill, fees that cover the cost to taxpayers for their nonsense, printing and documentation fees, and of course fact-finding trips. Perhaps, it would control the out of control Congress.
